Papakāinga housing

Empowering community-led housing

We specialise in supporting iwi and hapū to build sustainable, economically viable housing developments. Papakāinga is more than just housing - it’s about fostering community, cultural revitalisation, and intergenerational living.

With recent funding updates, now is the ideal time to bring your Papakāinga vision to life.

Our free TaylorMade Project Proposal provides a detailed, site-specific cost breakdown and funding options, ensuring you stay in control with no upfront costs until you’re ready.

The 7-step process for Papakāinga

01

Step 1: Establish a Governance Committee

Form a legal entity, such as an Ahu Whenua Trust or Incorporated Society, to oversee decisions, manage funding applications, and ensure community representation. This step is critical for securing grants and maintaining accountability. The Māori Housing Toolkit guides you through the legal setup process, working with the Māori Land Court to establish a robust governance structure that reflects your community’s values and aspirations.

02

Step 2: Obtain land-owner's approval

Secure consent from all landowners, often multiple due to Māori land tenure, through facilitated hui and kōrero. This step addresses concerns, builds consensus, and aligns the project with whānau goals. Your coordinator streamlines communication, organizes meetings, and documents agreements to ensure clarity and legal compliance, fostering unity for the project’s success.

03

Step 3: Define the project scope

Outline the number of units, types of homes (e.g., single-family, multi-generational), cultural elements (e.g., marae-inspired designs, communal spaces), and desired outcomes, such as cultural revitalization or economic benefits. TaylorMade collaborates with your community to refine this vision, incorporating whānau input and toolkit principles like design thinking to create a clear, achievable plan.

04

Step 4: Conduct a feasibility study

Assess the project’s financial, technical, and regulatory viability, including site conditions (e.g., topography, access, ground conditions), council district plan restrictions, and cost estimates.

This step is included in our Site, Concept & Feasibility Package which provides a draft site and location plan and detailed analysis. TaylorMade ensures compliance and identifies potential challenges early, saving time and resources.

05

Step 5: Prepare costings, funding applications & secure funding

Apply for grants and loans from sources like Te Puni Kōkiri, Whai Kāinga Whai Oranga, or regional funds, ensuring alignment with funding criteria.

TaylorMade crafts compelling applications, highlighting your project’s cultural and community benefits, and leverages recent funding expansions to maximize success. We can also explore innovative financing options to complement grants.

Secure Funding approval.

The TaylorMade Papakainga Project Proposal covers these items, along with our Shovel-Ready Documentation Packages.

06

Step 6: Confirm homes, infrastructure and the site

This step is about confirming the project scope and the specifications of the homes and infrastructure, before signing Contracts for the Supply of the Homes and Infrastructure, ensuring your Papakainga resonates with your whānau’s identity.

This is where TaylorMade Housing Solutions real benefit to your community comes to life.

By utilising one of our Project Management Services, the project can be completed on time, on budget and upon completion - exceeding the committees expectation.
